Beginning November 25th, 2025, income verifications and reservation requests are re-open for single family homeowners interested in a HEEHRA heat pump HVAC rebate.

We recommend using this Eligibility Express income verification portal as it provides faster income determinations. If you need support in a language other than English or need to qualify your income using documentation other than with a 2024 qualifying tax form or proof of enrollment in CalFresh, Medi-Cal, WIC, or SSI, please use the Eligibility + Support portal.

Rebate reservations are processed first come, first served and the process begins with an approved income verification. HEEHRA rebates available funding is limited and can be found at https://techcleanca.com/incentives/.

The rebate reservation is not approved for your home until your HEEHRA-trained and TECH-certified contractor is told the reservation is approved. Projects installed before receiving an approved reservation are not eligible for HEEHRA rebates. Customers who have initiated or completed a heat pump HVAC installation are not eligible to submit an income verification application.

All HEEHRA projects must be installed and invoiced by December 31, 2025, to take advantage of 25C tax credit that expires at the end of the year, and is only available for heat pumps placed into service by December 31, 2025. This Energy Efficient Home Improvement Credit tax credit could provide additional financial benefits to homeowners. See this IRS page announcement and contact your tax professional to learn more.

All HEEHRA projects must be completed and invoiced by February 28, 2026.

Emergency replacements and process exceptions are reviewed on a case-by-case basis. Please verify your income prior to an emergency replacement and direct your contractor to reach out to the program team about your situation.

The income verification process for multifamily (property containing 5 or more residential units) residential projects is different. Information on HEEHRA rebates for multifamily buildings may be found at techcleanca.com/heehra/.

HEEHRA Single Family Incentives – Eligible Homes, Equipment, and Income 

Single family HEEHRA rebates are available for:

  • Owners of an existing (not new construction) single family home, defined as 4 or fewer units, in California (including manufactured or mobile homes, duplexes, triplexes, fourplexes and individual condos) that either reside in the home and are income-qualified or rent the home to an income-qualified household, and are replacing an existing, non-heat pump source of space heating with a qualifying heat pump.
  • The HEEHRA rebates are based on annual household income. California residents with single family household incomes between 80 percent and 150 percent area median income (AMI) are eligible for up to a $4,000 rebate. Californians with single family household incomes that are less than 80 percent AMI are eligible for up to an $8,000 rebate.
  • Household income must be verified to confirm customer eligibility for the appropriate rebate amount.

BEFORE YOU BEGIN

HEEHRA rebates are only available through a TECH Clean California-enrolled contractor who has completed the necessary HEEHRA training. To find a contractor who can help you confirm your rebate eligibility, go to https://www.switchison.org/contractor-finder and filter for “HEEHRA Single-family certified” contractors once you input your zip code and project type. The following is required to complete the HEEHRA income verification application:

Income documents for all adults in your household. Acceptable documents include:

  • Proof of active enrollment in CalFresh (SNAP)
  • Proof of active enrollment in Medi-Cal
  • Proof of active enrollment in Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)
  • Proof of active enrollment in Supplemental Security Income (SSI)
  • IRS income tax forms from 2024 filings: W-2, 1099, 1040, 4852 (substitute for Form W-2 using pay stubs)
  • Pay stubs

  • What are the next steps after my income application is approved? 
    • Provide the income qualification code generated from this platform and your AMI range (<80% or 80-150%) to your TECH Clean California-certified and HEEHRA-trained contractor. Your contractor will proceed with reserving a HEEHRA rebate for your heat pump HVAC project. They will keep you updated on the reservation status and be responsible for submitting the HEEHRA rebate application after your heat pump HVAC unit is installed. 
  • Does my approved income verification application mean that funding is reserved for my project? 
    • No. An approved income verification is not an approval or reservation for the rebate—it is verification of your income eligibility only. Funding is only reserved for your project once the reservation request submitted by your TECH Clean California-certified contractor is approved. Please do not move forward with installing the heat pump HVAC unit until you have an approved reservation. HEEHRA rebate funding is available on a first-come, first-served basis.
